A dealer tech friend of mine used to illustrate the issue by taping a fan blade to the shroud with a length of 3/4" masking tape. Start the motor and see if it will pull the tape loose....you might be surprised. Several that wouldn't pull the tape loose, even at rpm above idle, would feel "tight" when spun by hand.
