Use a grinder wheel and just barely cut in a line close to the edge 1 inch back but not thru across where you need to bend it up. That'll relieve stress and it can bend without distorting the rest of the roof above. Then you can slide the quarter up inside. Punch back down the lip and weld after. That area gets filled and covered later on.
