"Rascals" is too kind a word, Cab. Sounds like a typical Kali deal. I understand some places want a HOA for the goal of homogenized & clean suburban area. But few things grow as quickly and incorporate as much taxpayer abuse as a Kali bureaucracy. Businesses, and the talent & jobs they have, have been leaving since the late '70s. I'm surprised any are still there. I gave up in disgust in 2004 and left.
