Those "electric shovels" are basically tiny single-stage throwers mounted on a stick.
Tiny versions of your 21" Toro.
They are generally gutless and anything more than a couple inches or anything wet and slushy bogs them down.
My recommendation based on what she wants is to pay one of the neighborhood kids to do it. Doesn't get any lighter than that.

As far as finding a kid that want to earn money by working for it, That would be great if there was such a thing. Seems to be a thing of the past
The kid would probably tell me there's an "app" for that LOL
Even my sister who lives in a normal tract house neighborhood can't find one.
