What's it mean when there are no codes in the "Y" section of the broadcast sheet?

I have a 70 Super Bee with an 11-August of 1969 build date and no codes in the "Y" section. I was told by the original owner that he purchased the car in August of 1970 as a left over, and if memory serves, the car had around 2000-3000 miles on it.

I read somewhere no "Y" code meant the car was ordered for use by a dealership? That doesn't make sense to me as there is a code for dealer demonstrator. Anyone know the real story on the no "Y" code question?
