With your current 727 and 3.21 you have a starting line ratio of 7.86 in 1st gear.
With the 3.21 axle and the low gearset 904 you have an equivalent starting line ratio equal to 3.62 axle ratio behind the 727.

But why porting, cutting the head for more power, etc. then leaving something on the table.

1980 and later low gearset transmissions are a dime a dozen plus you can get lockup for better mileage.
Only setback is you will need a little longer prop shaft.
