it won't happen because the law specifically states must be a mirror. written back in ye olden days. till that gets changed, you won't be seeing any cars with just camera's .
Easy to get that changed. Not an issue. Laws also didn't require rear bumpers for pickup trucks, or energy absorbing bumpers for minivans.
