Yes, it is. and in 35 plus years in 3 different cars (normal seating position to tube frame seating), I've never went from 1 to 3. .....a shifter can only do so much for a lack of muscle control.

Knowing many who use the winters/turbo-action shifters, the only place they're "famous for the 1-3 shift" is here on the internet.
