I'd use the CM. I haven't looked at material prices lately, but I think the price of the CM was not that bad. The real difference in price is if your paying someone to build the cage. Tig with backing gas (and maybe pre-post heat) is way slower and more expensive (in gas costs) then mig welding mild steel.
