Dad had the same problem on his Sebring. Problem is the wheels are chrome "clad"...as in plastic. Can't use a torch on that one. We ended up having to drill out the stud.
Our durango lug nuts are the same way, 21 MM or something like that? I use a 6 point socket and a impact to take them off and a torque wrench to tighten them.
