The wheel covers or wheels/tires that a customer actually received DO NOT have to be the ones originally spec'd or intended. If it made the sale, those fancy '68 Fury wheel covers could've been substituted in place of hub caps on a brand new '69 Road Runner.

Looking more into the Chrysler Passenger Car Parts Catalogs, I see

The wheel covers showed up in 1967 as part number 2823028 and were used on the Belvedere and Fury lines.

In 1968 the cover changed to part number 2881773 and were again on the Belvedere and Fury lines.

In 1969, it was the same part number, 2881773, but in 69 they were spec'd for the Belvedere line only.

I'm now more comfortable that the two remaining wheel covers, 2881773, that came in the truck of my original, complete, numbers-matching 69 Road Runner have a solid chance that they were either shipped in the truck from the factory and/or were dealer installed before delivery in early 1969.
