I have the 1969 Plymouth model line brochure and there is only one 14" wheel cover option. Back in the days from 69-72, I never saw a RoadRunner with mag style hubcaps. It was either the factory road wheels, the "Sport" hubcaps that came on my car or aftermarket "Mag" wheels. If they had dog dish hub covers, it was most likely a Hemi car or a taxi cab.
