Shim the back of the hood up so that there is a gap and see if that releases trapped air under the hood at high speed. If so you know you have an airflow "out" issue not an "in" issue going on.
They say there are no such thing as a stupid question. They say there is always the exception that proves the rule. Don't be the exception.
