The outboards should have no effect on idle. They should be shut. This is what I was told by a few 6-pack guys. You can prime the outboards but they will fill up in no time. This is how I did my engine with the new cam and last year when I bolted the 6-pack on. We didn't even hook up the outboard linkage until we had a good idle, timing was set and a good 14lbs of vacuum. Seems to work. I'll let you know how they pull as soon as I get my steeering column adaptor

FYI , outboards have a little lot to do with idle .. You must have misunderstood the six pack gurus .. You can tune the carbs without the linkage connected ( dont know why you would want to )But dont be misled , maybe your brand new carbs out of the box may have factory plugs in the idle air mixture screws in the base , they are for idle .. Promax sells custom plates that enable you to tune the carbs without pulling the center off .. You MIGHT be able to tune a small cam engine without tuning the outboards (not sure) , BUT you'll eventually pull the factory plugs out ..
