these days, to run 9.90 at that weight i would go with an indy cnc head and indy intake, a semi mild streetable roller, some compression that is mild enough to run 110 with (12.5 or so) and you are there.
my combo is w5's(likely not quite as good as a cnc indy head would be)a bit more agressive roller than what you could get away with, and an 8 inch convertor. i have been 9.85 at 3350 pounds, a good bit more weight than what you have to carry. I drive mine some on the street , but not a ton.
416 inch forged bottom end and the above indy topend end should get you there rather easily.
The key will be selecting a streetable roller lobe that will make enough power without real big spring pressures. mine is 270/ 590 spring pressures , and has given me no problems in 6 years. I suspect one step down in lobe type would be enough to get your car in the 9's rather easily...If i get a chance i will find out what lobe i have, fast 68 plymouth, who posts on here selected the lobe i use, and is extremely handy with cam selection.
Or you could run a flat tappet, less compression and pump gas, and sqirt it with a 125 shot to get there.
At 3000 pounds, its mighty easy to get a eddie headed 416 in the mid 10's without a lot of compression?(11.5-12 to 1)or a roller, and you could then sqirt that combo to get in the 9's rather easily.

Since you didn't mention a budget, I would build a FI 400 inch Indy headed turbo.
maybee you can do the 9.90 with less head. w2,brodix, etc....f1-R3 will be way cool...

I plan on running 9.70 with a hydraulic roller cam, NA. I already sent Ryan a check to make sure that happens.

To be honest I would only run 10.0 if I had to set up again... its ALOT cheaper

Here is what I suggest. But first. Is your car 3000 with you or by it's self? How much do you weigh? Anyhow, you did not give a budget. I like NA, so it's a R3 9.56 deck siamese 4.185 bore 11:1 compression with a callies 4.25 stroke crank, Indy -1 245 CNC heads/manifold and a good roller cam and you are set. Plus some good headers / ign and carb.

Humm... The choices.
Assuming the car works...
If you want durability for years and years to come start with an R3 block, 408-425" with good internals, Ported Eddies, 360-2's, CNC'ed, doesnt really matter, your choice... Solid lifter cam around 240 @ .050, 600 lift, 750 DP...
BW S400 (75 or 80mm) with 12 lbs of boost on pump gas = Game Over.
Turn the boost up, add race gas, and go 8's.

11.48 @ 120 with a 1.80 60' 318, stock 1.88 heads, stock 904, Pump Gas, 13 lbs of boost.
9.94 @ 134, 318 on pump gas, 14 lbs w/ Eddies, transbrake 727, 3600 lbs, 3.54 gear and 28's.

I went 9.40's with my smallblock on pumpgas-14-15psi...5.60's with racegas in the 1/8th-24-25psi. Sure cost a whole lot to get there and definetly not for the faint of heart. Definetly not the cheapest way to get those kind of times, but I have enjoyed every minute...well atleast most every minute. 408ci Mopar Resto-block Edelbrock heads Twin 61mm turbos http://www.youtube.com/watch?v=1NJeUG2mpVA

The reason for 9.90 is because a friend of mine says it cant be done, so I see a challenge, and its time to step it up a bit anyways, my current combo is feeling kinda slow lately. Also I forgot about my weight, so the total weight with me would be #3160 What I kinda had in mind was a 408" - 416" block, I have a '69 340 block and a '70 360 block also a r-3 block would not be out of the question if needed, Indy 360-1 cnc heads and intake, 950cfm holley, solid roller cam, TTI headers, rods and crank im still undecided. I also can get a procharger setup from a friend at a good price. Lets here some more ideas,Thanks

You don't need a power adder to run 9.90 with a small block. A good set of heads with a strong bottom end will get it done.
Career best 8.02 @ 169 at 3050# and 10" tires small block power.

Invest in an R block, much stronger webs & pan rail than the stock 340/360 blocks. I'm hoping to card a 9.90-something with 368" in my 3000lb footbrake Duster myself. Combo's fairly basic & posted on my "toy" website, http://topside.info.Then, after I get thrown out, the plan is to just run low 10s so I don't have to jump through the 9.90 hoops...

Not "needed" no... but you'll save probably $1500 not needing a .700 solid roller and T&D's or Jesel's... And you wont need race gas if setup correctly, or to spin it to 7500.... And it will be much more street friendly if thats a concern.
And it'll be alot easier to step up the numbers down the road.
