Any reason the mopar black wrinkle small block valve covers couldnt be sandblasted and anodized red. Would that procedure work on the “ fins” part of them?

I would highly suggest you ask whomever you are going to have anodize them. I'd let them do it all otherwise any issues will be do to someone else.

I'd try paint stripper before any sort of media blasting. As mentioned ask the anodizing guys on what the surface needs to be and how to get there, or just let them do if it's more involved than any of us know. Anodizing will cover the whole part as the part is submerged. If you want the fins to be aluminum you can block sand them afterwards. I'd like to do something like this jet fuel finish to a set of valve covers someday. It changes color depending on where your standing.

Anodization is done on aluminum parts not stainless.
- EM That be true There is hard and regular anodizing also, hard is for wear protection and regular is for corrosion prevention
