My dads old 67 New Yorker had a factory 1850 625 CFM Holley on it from the factory..

You're the carb expert, you tell us.
In case/when Yuck gets it wrong. Yes it will work fine.
Max carb size is only relevant for max HP/RPM efforts. You are almost always better off choosing a smaller carb than a larger one.

Did a little impromptu testing on my 87 Diplomat, 360, A833, 2.94 rear.
Ran an Ebrock 600 and an Ebrock 750. Numberswise, the smaller carb netted me low 20's for mileage and topped out at 115 mph. Larger carb netted me high teens for mileage and would peg the 125 mph cop speedo.
For the intangibles, the smaller carb felt more responsive, the larger felt somewhat lazy in comparison.
I did not optimize the tunes either, I might have picked a bit up but who knows. Since I did not regularly haul around at 115+ and was commuting 75 miles each way to work I kept the smaller carb on the engine. But that engine was not setup for high rpm running anyway. Comp XE262 cam, Performer intake, 302 heads, stock 3 cat exhaust.

I used to have a mild (stock) rebuilt '69 440 in a C body Chrysler. The cam was the Mopar .455 lift hydralic,stock 906 heads with just a 3 angle valve job, 1-7/8 headers,CH4B intake, and a Carter 625 4 bbl. The car would fall flat in the upper (5,000) rpm range and run out of steam. I went back in it a year later, changed to the .509 cam, put a Holley 3310 750 4bbl on it, and it was a completely different car! Took it to a local track and did a best of 14.10 @101mph After that I always stuck with the Holley.
