Check to make sure the linkage is actually shifting the selector shaft.

Make sure the shift linkage that slides down over the valvebody is tight and not just moving back and forth. If it is tight, pull the valve body and make sure its not broken and working freely or replace it.

Are you saying it drives forward even in Neutral? Does it lock up in Reverse? If so, the rear clutch isn't releasing; have to pull the trans to fix.

While the VB is out, air test the rear clutch.

I'm thinking rear planet gear set or reverse band!

Those Belleville springs in the rear clutch can and do break. When mine did it jammed up the works and I had the same issue you're describing, it wanted to drive forward in neutral. Upon tear down I found this springs remnants jamming the clutches together enough to cause it not to release 100%.

My reverse went out on mine, it pulled good in drive & 2, & I can't remember what it did in low it would pull a little forward even in reverse if you rev it, but I think it was just from rev. it up, but best I remember the gear shift did not lock up at first like his did, so yell it may not be, but when I got mine redone, it needed a rear gear set, reverse drum & reverse band!!..& reverse is accomplished by using only the rear gear set!
