I've always been told to just tighten them snug, same criss-cross in-out pattern as stock intake, the mag ones are easily cracked! I use a stubby ratchet with handle about 3" long and gently hand-tighten in steps. If the fit is good, it would seal without the bolts, just use them to keep pressure on the gaskets. Just beware the intake port bottoms tend to suck oil from the lifter valley, but this is corrected with correct machining, not manifold torque.
