I think there may have been some non standard coding about that time but research continues.

I think if you are just trying to get a general SPD from the VIN, then 'end of January' is close enough to find other date coded parts.

I think if you are trying to find an exact SPD date to reproduce a fender tag, you'll need to have factory documents to know for absolute certainty as to what the SPD was.

Do you have any vins with a build date from 1-29 to 1-31? If so how close are they? Do you have vins out of date order and if so how many and how far apart by the number of days?

This would be great to know.

If the vins didn't come out of the machine in order then what number on the tag is consistent?

I know 2000 cars isn't a lot compared to how many were built but thats way more then I've seen.
