No not an urban legend, C bodies up to 68 used the same mount as the A body, C bodies used the mount before it was also used on A bodies. I have a 68 383 2bbl motor that I pulled from a 68 coronet that has the holes drilled and tapped , I 2 have 69 HP 383's that were not in A bodies that are not machined, so the C body mount must have changed in 69 ?
Actually I believe it was only '65 C bodies that have this type of driver side mount, the first year of the newer body style. '66-on have the same brackets a B or E body would have. Why they would keep tapping these bosses after the run of BB A bodies I have no idea...maybe some truck app. parts might have used these holes?

FWIW the 383 in my Challenger is drilled & tapped also, so it carried over to the 70 model year...
What's the casting date on the block ? except for the one in my 69 dart all the 69 model year 383's i have , one 2 bbl motor that I sold to mark gates and the rest are 4bbl HP's that are not machined and tapped ??? One of the non machined blocks is now machined though , I did it so I could use it in the dart .
