I'm in the process of installing the front suspension on my 69 Dart including later model A-body disk brakes. When installing the upper control arms, is there a recommended way the bolts/cams should be positioned? Any other tips on the suspension install would be appreciated as well as this is the first time I've ever done it.

I would look at the factory service manual procedures and go from there scope up wrench twocents

The bolts should be installed with the nuts in the engine compartment.

How could that be done when the mounting points are outboard of the inner fenders and not in the engine compartment?

Bolts always go in from the center pointing outwards on any Mopar. During an alignment the nuts are extremely difficult to tighten with the tires installed if they are towards the shock.
