Two straight pieces of angle iron/box tubing/etc will suffice.
No need for fancy stuff, i agree. just take your time measuring and adjusting. you can do it. A friend of mine uses two florescent light bulbs

A good friend loaned me the toe plates like you posted above. Working by myself I couldn’t get it set right. I bought the bolt on ones from I think Amazon and used 4 plumb bobs and two tape measures and set it up perfect.

Is there a standard for how far forward of the spindle you check toe?
that will depend on the tire diameter. i suppose 13 or 14" would be a happy medium ? [26-28" tire diameter] Well, I don’t recall a toe in spec difference between wheel diameters. And next question, when using aftermarket tools without wheels. Of course I am talking about when inches are mentioned and not degrees.

If it is not the same side to side, the steering wheel will not be straight when you are driving.

Problem with all those methods is that you want the toe to be equal side to side. You could have 1/4" toe in on one side an 1/8" toe out on the other side ant those methods will tell you that you have 1/8" toe in overall and while being technically correct your tire will wear funny. http://speed.academy/diy-wheel-alignment-how-to-guide-explained/2/ Ummm, your example would result in 3/16" toe and a slightly offset steering wheel.
If the results don't match the theory, change the theory.

If it is not the same side to side, the steering wheel will not be straight when you are driving. True, but it will be straight when aligning it, which will mess up your thinking, lol.

Of course I am talking about when inches are mentioned and not degrees. you are correct about the toe in being the same between wheel diameters, however, if you start out with 13" wheels with 1/8" toe in, then switch to 20" wheels without resetting the toe, you will instantly see the toe in is severe. just the math difference in the diameter of the wheels putting them closer together in the front. that was why i just suggested a figure out of the air, because i don't know what you are choosing for tire/wheel combination, and you are [i think] working with a bare rotor, setting the toe from it.
