I’m not an expert on this subject but from what I know, most , if not all mopar engines filter the oil from the outside of the filter to the center. Cutting a filter apart for inspection is done by looking at the outside of the filter material for debris.

No, the oil flows back from the oil filter through the hollow bolt into the block oil passage, if I'm remembering correctly work scope
The rubber anti drain back flap in the top of the oil filters is design to keep the oil in the filter with no oil pressure, it only allows oil to flow under pressure scope twocents
