There`s bolts on the other end that can`t be seen in your picture. They hold the case halves together. The big bolts in your picture hold the ring gear on.

Your power lock has four spider gears instead of the track locks` two so it`s stronger and an overall better design. They`re expensive to produce so like most everything else that was good they quit using them in everything but the heavier trucks that still needed a good axle.
