Yes using an insert like that is pretty typical.

With the availability of full repro frame rails today, there's no reason to piece meal a repair like that, I wouldn't want that in my car or a customers car.... I agree but how close to OEM do the new rails appear? Nobody seems to have that answer and I always wondered. There are definite differences in the new fenders vs OEM.
