I use to use a sandpaper roll or grinding bit on a drill or die grinder, or put one in a drill press and jig-up the rocker so I can have more control to slide it up to the roll/bit upside-down for consistency. Take off as little as possible in an arc to clear. Smooth/polish the area afterwards.
Obviously, grinding is not a good idea because it weakens the rocker. My permanent solution was to find a set of beehive springs with similar specs.
Because of the original "loose tolerances", you may have to go back and touch them up during installation.

Belt sander, fine grit and a steady hand is fine IME. Make sure valve/tip alignment is decent, you may need to alter the center spacers as well/instead. For small removal, a flat surface plate and sand paper works too. S/F....Ken M

I narrow up spacer between the rockers(I do it the lathe).
.015 side clearance per pair is plenty IMO.

You shouldn't have to take anything from the rocker. Take it from the holdowns and the spacer. .030 is your friend. On an Indy BB head, using the Comp rockers and hold downs, the rockers contact the stands, not the hold downs....... So narrowing the hold downs in this application doesn't buy you any added clearance.
