Are 440 forged cranks from 1967 to 1971 all the same and the use of different harmonic dampers are the difference because of the use 6 pack rods and pistons?

Yes all forged cranks from 67 to 71 used the standard balancer except the 6 pack.

Except all those with 6 pack RODS, not necessarily a 3 2-barrel engine, just to clarify...

I think anything with HP after '69.

I've seen two different looking crankshafts in the RB motors from 1966 to 1973, the early ones have a forging mark on all the rod throws going up from the mains, the later ones are missing those on the two center rod throws There both forged steel

Didn't most or all the HP 440s in 71 get the bigger rods? Both of the 440s in my 4bbl 71 GTXs had the bigger ones and external balancing.

HPs in 1970 and up had the big rods and external balancing,
if I remember right??

'72-up 440's with the big rods (except the few '72 6-packs) didn't need external balance due to the reduced piston weight.

For 70 and 71 the 440 HP 4bbl engine had the "6pk" rods too , and were external balanced . ALL of them ...

1969 6pk engines had LY rods originally.
