On my R-3 block the crank hit webbing near one of the mains... I ground the block for clearance... I just used a 1/4 die grinder... doing it this way I could put any crank in it without having to rework each crank

Whatever is minimum clearance required in this area? The #2 just touches and #6 his by about .010-.015. So minimum grinding or chamfering would be required.
I gave mine .040 clearance

Yes it is the counter weight that is hitting the camshaft web.
It sounds like you could do this. Put a large bevel on those counterweights, rather than reduce the entire diameter. Similar to low deck issue with large 440 crank counterweights.

Probably...most raw forging are minimally machined until final application. Possibly someone will want to use a six pack rod, thick wall pin and heavy slug....then you need all of that counter. Large counters are not HP productive......look at one where a light bob was used....it will have the piss drilled out of it...also not a speed tip -
