On my 69 car with factory black wheels, the build sheet under wheel says "X9".
X9 was the 69 Black Velvet exterior body color which was a gloss. So X9 Black Velvet gloss should be correct, unless your build sheet says something else.
If you don't see two dolphins, you need a vacation.

So when a car has "body color" wheels, when equipped with just hub caps, the wheels are not painted with the body color paint but with special lower gloss body color wheel paint at a special location in the plant's paint department? I would think it is more in the paint prep process and not the paint that would determine the final finish. I don't think much is done to the wheels other than to degrease them before they paint them? What primer was used for the wheels?
(Doc I'm actually agreeing with you on the finish because of the wheel prep before paint )

Doc IMO it's the prep not the paint that has more to do with the finish. I've seen "rattle-can" paint look better than $500 a gallon bodyshop paint when an item is properly prepped. How about these, my small h-wheels done with a little care and good prep and cheap paint......

All BLACK wheels left the factory with a light coat applied directly over the raw steel.
As far as I know, BODY COLOR wheels (other than black) were treated to a second coat of matching paint over the black base coat. This base coat acted like sealer, resulting in a higher gloss finish.
Wouldn't that mean that if you used X9 gloss body paint on a non-primered steel wheel the finish would end up closer to correct than painting it with semi-gloss

and as I said use gloss black X9 body paint and paint them like they would have been painted in 1969 and they will look somewhat glossy on the showroom then semi-gloss later....but the bottom line IMO they should be painted with the same percent shine (gloss) gloss black body paint first.
(Don't worry this has been going on for decades and will keep going on, wish they would have just put full wheel covers on the A12 or painted them body color like one of the protos )
