Could you post a picture of your export tag? Would like to see if it has any differences to the ones that are out there.

For Y09 cars, the orders originated from overseas, these cars for 1970 had the aluminum export tags - whether they were shipped outside the US or not.
When you see Y09 Y11 Y14 together like on the broadcast sheet above, the car was likely ordered from overseas by a US serviceman. He would have picked it up at a dealership of his choice on his return home. I see a fair amount of these cars with N95, likely due to the men returning home through on of the bases in CA.
The Y11 means 'Domestic Publications', meaning that while the order did originate from overseas, the shipping invoice, dealership invoice & window sticker would have shown a US (domestic)address.
Canada shares a border with us, so these cars were not considered 'export' orders, thus the different sales code of Y07. It is the same for cars built at The Windsor, Ontario plant, the cars built there for the US were not 'exports'.

Thanks for all the info so far. I will post a pic of the fender apron and the export tag later. I had to do some pretty extensive repair to the front clip of the cuda I am working on however I do know that driver side frame rail and apron are original to the car. I am not seeing any holes that would accept the original export tag - the spacing is wider than a fender tag. I did not dis-assemble the car so I am not sure where it was mounted. I did not plug or mud over any holes on the apron.
I obtained a repro export tag from ECS and it is the same size and shape as the old beater that was on the car. mount point are spaced the same as well.

Not my car, just pic i found. I belive the location of tag is correct. A friend of mine has a 71 cuda export car with export tag in same place..
