It depends on the definition of 'best'.
The most accurate reproductions are made using a Harms kit, available at RestoRick. You will need a clean, flat hood as a donor and expect to do some welding and metalwork.
For a hood ready to go, the AMD is a very nice piece and would be a top choice for a non-N96 car
Gean Gregory makes a decent repro from original hoods, but there are significant differences in the underbracing and the weld patterns vs original
Art at SixPack performance usually has a few of his hoods available on row 'L', and Art is a good guy to deal with
Northwest Performance/Ben Snobar makes an affordable DIY shaker kit but it does require lots of work to get right. Particularly the trim ring
If your car is an original shaker car, and the budget doesn't permit an original Challenger shaker, then the Harms kit would be top recommendation for closest to factory
If you're adding the option, the AMD hood can't be beat for the $$$

Ron Johnson has done the conversions with the Harms kits in the past, you might try him. If you want a factory looking under brace structure the Harms kit (now available through www.restorick.com) is the ONLY accurate design on the market other than an original hood, kit, complete hood, or otherwise.

If you have the conversion kit and a clean hood, then it's a no brainer, if you don't want to tackle the job yourself, then the only one "close" to you would be Russ Jacobs at RJCARS in Arkport NY 6073248325...your probably better off shipping him the set up seeing your in Long Island, Russ is in the upper west end of the state
....But you have to ask yourself if it's worth it? your going to drop at least a G note to farm the job out, plus close to $500+ (NY is outrageous for shipping DAMHIK) if you have to ship it both ways....An AMD hood delivered is approx $1200, or $900 if you do a Carlisle pick up
...depending on when you bought the conversion kit, you may have spent anywhere from $300 to $800, plus the cost of the donor hood, so either keep dumping money on the conversion kit, or buy an AMD hood and sell off the kit hood project to recoup some cash?...depends on you and the level of your project

Personally I'd skip all of the above for a real N96 car and seek out and buy a real one, even if it ended up being a long search and big money.

This is the route that I've gone for mine, after having had experience with all of the above options. Mine is an OEM hood that will need some tricky repair in places, but I lucked into a very skilled metal craftsman that will make it perfect.
FWIW there were a few original Challenger shaker hoods for sale at Carlisle last year ranging from obvious junk to those looking shiny and good. But without seeing the hood in bare metal or close to it, Challenger hoods can hold nasty surprises -- particularly in the nose section.
