Double nut the end with 2 fine thread nuts & screw it in nice & snug down to the shoulder

They get screwed into the block hand tight, do not torque them. If they don't have a allen in the end, then double nut them will work. There is a stud tool that grips the stud by the thread which is the right way to grip them. web page I've screwed together many motors with studs only. This motor is all studs, everything is held on it with a stud.

Permatex! I'd use fish oil and some Coors Light.

When the OP said 30 ft lbs I was thinking that he was inquiring about OE exhaust double end studs with the shoulder in the middle for the headers/manifolds

are you trying to put studs in with the heads still on?
the way to do it is remove the head, install the studs hand tight/snug. no real torque.
the torque on the threads comes when you put the nut on after the head is dropped onto the studs, and you torque the nut on the stud. it will pull up on the stud as you torque down on the nut, and the threads will seal. (as long as you also put some light sealant on the threads for the wet holes)

what studs are you talking about , studs holding the heads to the block or the studs that hold on the exhaust manifolds ? If it's the exhaust studs you have to put a sealer of some sort on them , tightening them is not going to keep them from leaking.

I have cleaned threads thoroughly, will tighten only to a few ft-lbs (strong hand tight) with the double nut and use the Permatex 300, wait 48 hours befor coolant refill, and hope for better seal.
You should change you title of your post then.
I think exhaust studs should be snugged in or even tightened with plenty of sealer, maybe a hi temp sealer?,IMO.
Head studs are a different story...
