If your skilled at heat shrinking go for it, otherwise you may make it worse, other alternatives are a shrinking hammer/ pic/dolly, or remove the fender, remove any undercoating from the affected underside and gently glass bead/sandblast the underside of the top skin, sandbasting a panel raises the surface, by blasting the backside you'll basically collapse the the outer skin surface, making it concave as you desire...I've used all these techniques to perform bodywork, as well as fabricate reproduction/custom alloy parts

I'd think you could make it worse with sandblasting pretty easily. I've been trying to fix a spot on a hood like yours, without much luck so far. Have you ever looked at Metalmeet.com? Here's a section of their forum on shrinking techniques. You could ask there too. Fun to look through some of the metal work on there, amazing stuff. Little hard to find things at first, LOT of forum categories.

Learned in autobody school:
Oxyacetylene torch, swirl from outside to the center. You can almost watch it tighten up. Perhaps get a junkyard panel, dent it up and practice a few times before doing on something of value.

I've done it for 35 years or so now & I find a panel the same thickness & do a test just like stated above either blasting or heat with water & towel Most of all it takes patience

This is my method. Remember it will shrink more when it cools down so don't try to get it perfect while it's hot. I did this the first time. Looked perfect until it cooled down and then it was shrunk too much. LOL
Make sure there are no other problems first like a dent elsewhere on the fender covered in mud you don't see or a bent inner fender.
Shrink it a little at a time.

As stated,maked sure it isn`t "bound" or compressed. I would first try using a block of wood and a pretty heavy hammer,, from inside the fender at the corners beside the "can" try spreading the corners away from each other. DO IT GENTLY to see if it makes any difference at all. By spreading the panel it will use up the stretch that is causing the buckle. You can take a buckle out of anything by stretching it
