the 2 things i know about them is different heads and roller cam and lifters other than they are the same as the old LA small blocks? 1,, being cheap should be able to find a running engine 2,, cam swap to like a 509 and new valve springs 3,, using single plane M1 intake and holley 650 4,, backed buy a 11 in converter 727 rev body (may switch to 904) with a 4.30 gear 28 tall tire all in a 3400 lbs car 5,, looking for mid 13`s in the middle of summer or am i

You could do that but it would be a crap combo. forget the Mp .509 cam with an 11" converter(yes,I've tried it) ,a smaller Ultradyne hyd cam will run circles around it,a 9.5" PTC 3600 converter and you'll run low 12's or better and you could even run3.55/ 3.91 gears if you plan on driving it on the highway.I swapped a 360 magnum junkyard engine into a 1st gen Dakota(3560lbs?) many years ago,it runs 12.20's with 3.73 gears,PTC street converter and much smaller than the MP .509 cam. I am doing a cam swap on it and expect to pick up HP and get it well into the 11's and mid 10's on a small shot of n2o. For a combo like yours a 904 would be the best choice.

Some like em soft. I had a similar build come to me a couple of years ago. Swapped the .509 for a real cam and the owner lost control and nearly destroyed a very nice A body while testing the new combo. He needed some time to get used to what a good combo was about. He still had an 11" converter, but a real converter would have been a bigger challenge to make hook.

If you're just looking for mid 13's leave the longblock alone, run a air gap intake with a 700-750 carb and some 1 5/8" headers, one of my friends ran that in his scamp a few years ago, 13.60's first time out in the summer with no tuning, he had stock leafs/shocks etc and a 235 drag radial.
This is true. The Dakota ran mid 13's when the longblock was stock.

get some hughes #1110 springs and retainers, reuse the stock roller lifters, and get the stock cam reground by Bullet Cams, to something with about 212-216 @.050 duration and .315-.330 lobe lift (I'd go with their HR270/330 lobe) for both intake and exhaust
magnum air gap, 1 5/8" headers, and a 650-750cfm carb and you should be in the high 12's no problem. probably can get by with less gear...
