Pay attention to what metal you use, and its thickness.
1/16" sheet metal will bend easily....to easily and as you tighten the base to the carb it will distort and bend.
I would stay awy from the hardware stores on this one, head to a metal shop and buy a piece of their scrap/extras.
I used to care but....... things have changed

The easiest way is going be a flat bar laid across the opening. Then drill three holes (precisely!) One in the middle over the carb stud, the other two for the 1/4-20 bolts for the lid. Double nut everything. The double nut in the center stud will minimize deflection from tightening the lid.
Install bolts for the lid in the bar to serve as studs for the lid/wing nuts.

Bend a U shape(square edge bends) and drill it in the correct place... rivet or weld in place... the U will give you the strength

The distance between studs is 6-5/8. Distance between the carb stud and the rear stud is 3-1/2.

Thx for the idea and pic! I was getting caught up thinking I needed to duplicate the factory set-up. Would be much easier to attach a flat piece (exactly same shape as the ruler in pic) and then add the holes/bolts. Just need to make sure it doesn't need to be raised up some.

The length of the base throat should allow a flat piece just fine, but check it first on your carb. If it does need to be raised you just have to bend it into a handle-shape. No big deal.

Thanks so much for replying. I would like to know the metal thickness. The height of the bracket at the carb stud location and at the studs for the lid, I know the bracket is flat across the top, but it looks like the bottom edge of it is on an angle and that is what I am tryin g to figure out. . Also the size of the foot where it attaches to the base plate. I see at least 1 spot weld , can you tell me how many total there are? I greatly appreciate your help. I dont know why someone would have removed these brackets from the base plate.

Here's what I see: It's actually 2 pieces (you can see the spot welds in 2nd pic) that capture the carb stud barrel and the 2 top studs. 2 spot welds at each end to base, the "foot" is not a separate piece, same center piece folded at end. Total length : 10" Bevel to Bevel at top: 9" Base : 1" x 0.5" Center section is 7/8" and tapers down to 1/2"
