Make a dam around the area out of clay and pour some Evaporust inside and let it sit for a day or so.

After Evaporust can you just clean and prep for epoxy?

Evaporust leaves behind a sricky film on sheet metal.

I'd wipe it down with reducer and then sctotchbrite pad some PPG DX metal prep over the area before painting.
