Pretty sure the wheel size was the determining factor. If the car was ordered with 15X7 wheels you received the rolled fenders. There may have been an exception with the TA/AAR cars due to the smaller front tire.

I know they are often referred to as 'hemi' fenders but you could order the 15 X 7 wheel on other engined cars and get the fenders. I have seen them on 440-6 cars as well.
