People who are against high speed pursuits always say "The police have the plate number and can get the perp later." Why would you assume the fleeing vehicle is registered and belongs to that driver? Scumbags steal vehicles all the time. This is thinking of a person who has disdain for law enforcement and sympathy for lawbreakers.
Doesn't matter because you have to be able to put the suspect behind the wheel. You can bet almost 100% of the time they claim their vehicle was stolen or they loaned it to a friend "John" but I don't know his last name.
