Are the halo lights powered by only 1 wire or are they powered by 2? If they are powered by only 1 wire, I'm not sure how you would do it. Maybe there is a controller that you could purchase that would do the switching. If the halos are powered by two wires there should be a "running light" side and a "turn signal" side.

On my 68 Dart, I will be running some "flashback" LEDs in the grill for driving/turn signals. The factory used a two filament bulb...one side was a parking light and the other side was a turn signal. I pulled the parking light wire out of the headlight switch and ran it to the blue ignition wire. This will turn on the "white" running lights whenever the ignitiion is in the "run" position. The video below shows how it is supposed to work. The switching from white to amber is controlled internally. Not sure if any of this helps you at all. Good luck with the install.
