Are the halo lights powered by only 1 wire or are they powered by 2? If they are powered by only 1 wire, I'm not sure how you would do it. Maybe there is a controller that you could purchase that would do the switching. If the halos are powered by two wires there should be a "running light" side and a "turn signal" side.
The halos are two wire BUT one will be a ground I presume since there's no other ground - unlike a stock turn signal/running light which is two wire but grounded through the housing and/or a separate ground wire.
