That pivot shaft is notorious for seizing up. You should be able to get the side bracket on the side opposite from the square head off with little trouble. The problem is the shaft seizing on the center sleeve. Heat, penetrating oil, and patience can work most of the time but I've talked to people that had to drill it out.
