That looks like a early Mega wedge water block to me twocents
if you buy it I would have it sonic tested first before deciding what to do with it.
One of the local ex ,Mopar drag racers (he retired due to health reasons) had several of those blocks and had one split a cylinder wall bore out to 4.500, he ran several of the same blocks at 4.440 and didn't have any cylinder wall failures at that size work
