The little local tracks are the problem. They aren't equipped for, nor do they likely have the resources or desire to do any random testing. Most places have a-holes drinking beer all day while racing, and they may try to stop it, but don't even have the people to go looking. They have to rely on racers complaining, which may or may not happen.
