first borrow a known good fully charged battery & try it. Confirm the HEI/coil are both being fed in both crank & run key positions. clean all the cables including ground paths. EDIT I reread & is it cranking too slow or somewhat only wants to start when you let off the key (or both). 13V is adequate for the batt.
