You have power thru the fusible link/thru the ammeter/thru the welded splice & to the headlight switch at least. More than one issue I am thinking. seperate/reinstall the bulkheads and the st col pull apart connector as sometimes this is enough to restore continuity on them. see if the yellow "ign" wire at the starter relay is hot when someone turns the ign key to "start". grab your VOM. EDIT with more thought I would start with the turn signal pull apart connector, cuz that is where it started, & it likely has the ign sw feed.
