I have see some negative battery cables attached to the block on the bolt for the throttle return spring and also on the water pump housing on one of the accessory mounting holes. I am thinking the throttle return spring bolt is correct. I would think this is a more solid ground point and what Dodge would do. Water pump housing would create more resistance, IMHO.
