The early ATF contained sperm oil, the use of which was outlawed in the late sixties; this required the development of costly additives to serve as a substitute for the whale oil.

I suspect that the use of dedicated P/S fluid came about because the exotic additives in ATF simply aren't needed in P/S systems. (that doesn't mean it's detrimental to use it)
