That looks like a 1963 with the primarys enlarged to the 1964 sizes Some of the erly 1964 look liked the 1963 also so you need to look at the casting numbers and dates to verify which one it is and when it was cast



Click on the picture link and look at the carb flange to the rear , you can see that the primaries are smaller than the secondaries.
