On some of the aftermarket axles I've seen, the raised hub that registers the brake drum appears to be bolted on (not machined from the flange). If you have access to a lathe it would be fairly easy to machine the the hub from the tapered brake drum flange and bolt it to the new flange axle...I've thought about doing that myself just for looks.
